for the same reason the F-16 exists as companion to the F-15, and the F-18 used to with the F-14. the bigger aircraft were optimized as interceptors while the smaller ones were multi-role strike fighters. allowing you to have both the dedicated aircraft at higher cost, and the smaller more versatile ones for cheaper…

or instead of trying to cram one aircraft down 3 different branches throats, everyone gets their own optimized aircraft.
