It shows expected failure rates of the various stages of targeting, launch, flight, re-entry and mission completion - for both our stuff and the Russian missiles of the same era. You are looking at this from an American perspective where we are all mongrels, don’t have a class system, and have spent over 100 years dealing with racial issues. England has none of those attributes. It is difficult to believe a character would have those motivations when he would be (at best) a second generation
