Most spending bills have to be periodically reauthorized. Most need to be renewed every year, but some can last multiple years.

My theory is that Sanders doesn’t know that tapes might exist. Based on some of the earlier leaks, Sanders has gotten upset with the WH for undermining her.

If they keep saying “disgraced” enough, it might trickle into the cultural lexicon. Seemingly neutral reporters might start using it, or otherwise implying or assuming that Steele has been some how implicated in shady behavior or misconduct. It’s a fairly effective tactic that costs little to use. 

That’s pretty much a confirmation isn’t it? I mean, if she didn’t know for sure that there were tapes, she would have denied it vehemently and hoped that nothing ever surfaced.
