Probably a stupid question but did you turn LTE on? I read somewhere that Sprint disabled LTE on their devices by default to save battery since there was no LTE at the time they released several LTE phones.
When I checked Verizon's website a few days ago, the 16GB was listed at $649. Unless that's changed, this 32GB model is actually $50 cheaper than Verizon's 16GB model.

If you're going to stay with AT&T, there's no reason to not sign a contract and save a little bit of money. My point about the ETF is if you didn't want to be locked to AT&T for two years, you can actually get the phone cheaper by signing a contract.
I rarely use dictation on my iPad. I'm usually listening to music when I'm using my iPad and it's really annoying when the music pauses for dictation so I usually don't bother. I mostly use it in iPhone apps because that keyboard sucks to type with on an iPad.
