You’re referring to laws and HOA bylaws. Most bad ideas aren’t also codified in law. Many of us are limited by good taste, courtesy and consideration waaay before laws come in to play. Have you ever motioned another driver to merge in front of you? The law doesn’t stipulate that you have to.
