Are you saying he’s completely incorrect? I’m struggling to find the reasoning that says he’s entirely incorrect.

The problem here is that, the governments rules on the internet, are almost always too slow to have an actual effect here. It might work on someone older who doesn’t care to view the content, but a 16 yr old after something online isn’t getting slowed down by this.
