In the anime, I'd agree with you, but the reverse goes for me with the manga, which is the version I actually prefer. Mamoru is younger and much more romantic and attentive all around in the manga, but Seiya is explicitly stated as having interest in Usagi because she reminded her of her own princess.

Which is why I like that the reboot is following the manga more. He's closer in age to Usagi there, he less of a jerk and more romantic (that whole stupid story of him dumping her for her own safety was completely made for the anime), and what happens to him in Stars is just that much more traumatic.
