They said many times over that they wanted to tie the seasons together. She was the perfect way to do that, since she was a psychic. And it gave Paulson a chance to flex the muscles of that minor first season character a bit more. It also gave Iris' story arc a satisfying ending, with Billie communicating with Donovan.

I think the cheat would have been more effective before the age of social media, where the wisdom of the majority quickly ruins it for fans of the show. I think the show needs to go nuclear on its whole writing staff and plot lines and almost start from scratch. This could be such a better show.
