Maybe that scene with the sheriff being called happened in 2014 and the 4028 office is a mock-up. Ethan got taken and we see a flashback of his wife deciding to hunt for him. And the sheriff phone call from the scientist is a flashback as well and Ethan is still in hibernation after just having been taken.
