This is not even remotely unique to Los Angeles or even southern California. Any region that goes months between precipitation is going to have a larger build up of dirt and oils on the road surface that become a nightmare when it first rains.

You drive based on the conditions you get used to, so the original headline was correct. Implying the whole region can’t drive in general sounds like an inferiority complex from people who “can” drive in the terrible cities they’re stuck in.

When you live in a region that is always 72º degrees and sunny, that’s what your driving skills are going to evolve around. I’d hardly call it a brag saying you “can” drive, just because you live in a sh*t hole city that gets terrible weather 5 months out of the year.
