It’s construction related. Yes, regardless a permit would be required before any work on the structure could start. Codes have to be followed.  

The most that could be done is a damaged property report. We write them all the time for stupid shit. It’s just a case number they could give to their insurance company documenting the incident. There is no crime being committed. It would have to be handled in court.

Exactly. If someone from there called me and tried to report it stolen I’d tell them it’s 100% a civil issue. No crime is being committed. The garage is most likely (I’m sure it is from a liability point) unsafe to enter. The owner of the garage could be getting jerked around from the city or the contractors. Even if
