I’m not sure why you think high mandatory sentencing results in elimination of crime. Murder gets you a minimum of 40 to death depending on the state you’re in. Statutory rape is often a 10 year minimum regardless of circumstance. “X Strikes” laws result in people sitting in prison for life for petty theft.
