Stockholm has a central heating system of pipes built under the buildings. They are all hooked up and connected to a central system, so it wouldn’t be an issue with new buildings or going into older ones. Not sure on the other areas you mentioned, but the heating is all centralized.
My office building with science labs has all of the HVAC and building machinery in the middle floors of the building (so that it’s expandable upwards). I imagine the same could be done here.
