No. Just shoot them. They give you XP and they don’t shoot back. Stop when you reach max level because then you’re just being mean. Lol.

I shoot every dog I see. It’s free XP. Just like I did in the beta, until I reach max level, I will continue to shoot dogs as long as they keep giving XP. Once I’m level 30, I will stop because it won’t do me any good a that point. And no, I don’t feel bad at all; I’m shooting digital pixels and not a real dog.

That was only in the beta. The day one patch for the game fixed that.

That’s the exact time they told the guy to chip away with his icepick.

Maybe it depends on internet connection or number of people on a region’s servers. Like you, I never had any problems. Not even on day one.
