Well, this is essentially an mmo-shooter and just like any MMO, there are never ending changes made to game so I wouldn't really categorize Destiny as unfinished. I do agree with you though that there are a lot of un-polished and unfinished games out there.

And there is absolutely nothing wrong with that. Every single MMORPG that has ever been released is vastly different a year or more after launch than it is at launch. I'm happy Bungie is making needed changes!

I bought the ps4 on release day, and the biggest factor for me is a simple one JRPG's because lets face it XBone wont have many/none.

If a car, or DVD, or rice-cooker, or phone, or basically anything else launched with significant parts not working, or not working as well as advertised, it'd be slammed. People would demand their money back, and they would get it, because there is an expectation that when you pay money for something, it works.
