I get that a freshly-minted manufacturing startup may take a few years to get in proper shape regarding environmental and safety compliance. But is Tesla’s negligence in line with this, or are they especially bad? (They’ve been around for over two decades...)

Yeah, obviously you wouldn’t use the same lines (or technology) for freight and high speed rail — it would have to be a separate, parallel network.
