Fair point, but there are probably other factors that could be used to determine some sort of likelihood (time of day, season, weather, traffic levels, etc).

If I remember correctly, the entrance to Schiphol in Amsterdam is basically a transport hub and shopping/restaurant area. It was quite nice, at least the last time I left the gate area (in 2009, I think).
