The thing is that Savitar is the Speedforce aliens’ way of punishing Barry for Flashpoint. So HR took one for Team Flash. And by releasing Jay Garrick from the prison, they pretty much forced the Speed force’s “hand”.

That is not true. They were meant to die from the get-go. Disney had no objections to their deaths. The trailer footage you are talking about is unused footage that would have needed them to take the plans from facility to another.
