    Hmm; by my brief research on ebay (from the UK, so not too familiar with the us market), you seem to be able to reliably pick up a average midsize car or SUV with >200hp for <$3K, meaning your $25K budget should allow you to pick up at least 8 different cars, giving you a total of over 1600hp.
