Technically, yellow means proceed with caution, red means stop then proceed with caution if possible. if there is no oncoming traffic on the yellow you could slow and turn instead of stopping and turning, like you would have to on red.

The arrows are for the turn only lanes. If it was just green, people would assume that oncoming traffic had to stop. This would cause accident-city. so to tell drivers to proceed with caution it changes to a yellow flashing when oncoming traffic has a green.
