I hate to be the one to tell you that that comic is probably not worth $1.99. And that it retailed for $3.50 in 1992 ($6.38 in 2019 money).

I agree. I was ready to see something like “$5 per additional 5 minutes over 45 minutes” or something over-complicated like that. But 90 minutes is enough time for breakfast even for slow eaters, and $30 to squat at a table that could be turned over 1.5 times in that hour isn’t outrageous.
