The concept of the city state existed, states were nations not basically provinces as they are now (though really they’re still a confederation of indipendant nations from how I understand the original intent of the USA). Wizards were forward thinkers, it’s her world she’s playing make believe. :-)

This is a magical world where cars can fly and busses can teleport. If she wants to make Wizards and Witches come up with the idea of states before hand what do I care? Given these Wizards and Witches were fleeing I don’t see why they wouldn’t feel they were setting up their own nations.

I just get a bit cranky at American criticism of media that is based in anger at people from other places not knowing/getting American culture and history when American media gives other cultures and histories the same treatment.
