Weird is a term that can be used to describe wizards an awful lot. ;)

First existed to Muggles or No-Majs and when it first existed to the wizarding world can be two separate times, especially if the wizards were as isolationist as they’re said to be.

Who’s to say the wizards and witches weren’t all united and considered different areas states? Maybe the name evolved over time? There’s a lot of details we don’t know. It happens.

Sure they could use the term “state.” City-states have existed for millennia, in which they are considered independent.
