Could she apply for formal asylum status now? I’m assuming that because what she fled in 1998 is not longer an issue, probably not. While large parts of Mexico aren’t exactly stable and safe, I’d imagine a request for asylum would have to be more particularized than “Mexico can be real murder-y.”
