Neither/both. They’ve just hooked up with a well-oiled machine for creating strategic outrage and — whatever is the opposite of outrage. And not just for Trump but for 30 years.
Not even just now, though. He went back and told his superiors what happened. He even asked for someone to buffer. It’s insane that they say he did nothing.
None of the Trump’s have ever held a real job, so they’ve never been in a position where they can be fired for ignoring a “why don’t you do this?” type of request.
If the person who can fire you begins a statement with “I hope you can” 99.9% of the population knows that really means “Do this or you’re fired” and we know this is what Trump meant BECAUSE THEN HE FIRED HIM FOR NOT DOING IT.

It’s about the voter base. They don’t want the Trumpers to turn against them. So they have to play it slow, make it seem like they’re supporting Trump but also not supporting Trump, and turn any impeachment process into the Dem’s fault.
Because they are (rightfully) scared that his supporters - who are not Pence’s base - will punish them by either primarying them or sitting out elections.
