I'm not sure about Verizon, but I work for AT&T. A data session can be continued from LTE to HSPA+ uninterrupted, but needs to be ended to go the other way around. As far as EVDO and Rev A on Verizon I couldn't tell you if the case is the same.

I just come back here always hoping for some resemblance to the old Gizmodo, before it became "Gawkered" by the same unnecessary swearing and trash articles that fill their other sites. Every time I come back it just frustrates me more to find it's even worse than the last time.

The reason it gets stuck in HSPA+ is obvious. When you are using the data connection it (or any phone for that matter) cannot switch from HSPA+ to LTE, only the other way around.
