IMO a “ground up” EV does not have components adapted from ICE vehicles (including software with overrides for the EV ecosystem). It is purpose built from the start for a pure-EV experience. The chassis, software, design, use of space, use of materials, etc.
The distinction is whether it’s it a purpose built platform or not. How the Bolt’s components are arranged is irrelevant.
