Let me add, because I can't edit - of course I'm not singling out kids with disabilities or anything like that. I don't think it's parents of kids with disabilities/disorders who are going to that really nice place we love for dinner, anyway. It tends to be the yuppie parents who seem to want to prove how awesome

Of course kids act up in public sometimes. And of course that doesn't make someone a "bad" parent. But if the kids act up in public and disrupt other people, then it's the job of the parents to remove the kids from the situation and not just let them carry on acting horrible.
