Yep PG&E has been found criminally negligent on multiple occasions for causing multiple fires including blowing up a neighborhood in San Bruno. PG&E is more interested in maintaining its stockholder values and high executive bonuses than doing its actual job of providing safe and reliable natural gas and electricity. 

There is also the option of burying power lines. Or at least maintaining tree clearance.
