I think there’s a separate BMI chart used for very short people? Or Asian countries use a different BMI benchmark for obesity or something. I think I’m confused.

That seems super unlikely. Plus they aren’t using BMI.
Plus you would have to purge an arm off to appreciably change your BMI in a short time frame.
