Drug testing is definitely one of those situations where if it’s good enough for them, it’s good enough for you, buddy. There’s no reason to blanket test welfare recipients except to shame them, especially if the result is to rip away their benefits, not divert them into rehab.
Dogs are just as sensitive to their handlers’ body language as they are to whatever substance they are supposed to detect. If the handler’s interest is piqued, the dog is more likely to indicate a false positive to please them. And a positive indication from the dog is probable cause to search, so...
