That black band is an actual bumper, a crash structure. It doesn’t route any additional air into the intake (more air = larger opening) and there is literally no practical reason for the black areas to be painted that way, as a fake intake, instead of a bodywork colour.

Ford was not an underdog, they were a big, well funded works team that needed a whole year to become competitive, and 2 years in total, to beat a small sportscar manufacturer at Le Mans.
