First, there’s a huge difference between electric resistant heat and heat pumps. Second - there are a couple of different types of heat pumps: ground source and air source. Air source is only really efficient down to around 10 or 20F (I forget which) at which point some sort of make up heat is required.

We just installed an air source heat pump with a high efficiency gas for make up heat (I’m in Minnesota - it can hit 100F+ in the summer, and -40F in the winter) and it had no problems cooling the house down to 72 when the outside air was in the upper 90s in June.
