My dude, high-speed rail is going to have the exact same barrier to entry as a hyperloop:

So, what do you call that? Putting Max, with fresh tires, directly behind Lewis on old tires.

Lewis PASSED ALL THOSE CARS BETWEEN HE AND MAX UNDER GREEN FLAG CONDITIONS...Max was gifted the right to go past them under yellow.  That alone was a ridiculous advantage - Lapped cars should NEVER EVER be allowed to go around if they are behind non lapped cars.

The point is that the rules exist for a reason. Teams have to abide by the rules, and their entire race strategy is contingent on knowing what the procedures are for different scenarios.
