Its far more likely that the holes aren't going all the way thru but rather are there to relieve heat, like the holes you see in big square blocks of race rubber, to prevent blisters...Just smaller so you dont get caught.

This is why we have racetracks, autocrosses, and other legal competitive events. But then again the Atom isn't allowed to race anywhere other than a parking lot competitions with cones forcing it into the hands of wanna be racers using it on public streets.
