He means subject to the consequences those decisions have in the real world, for the people not insulated from them, subject to the same consequences others experience. There have been horrible things done because of colors differences. But colors or gene pools or origins, don’t make you immune to mistakes and wrong doing. It doesn’t give you super powers. A victim is a victim no matter the color of the skin.
