With frequent use tolerance for thc goes up dramatically. It could be that the dosage in the lollipop was intended for a regular heavy user. I rarely use weed and when I do it takes a very small amount to make me high. There are definitely edible that could make me overly high with a single dose. 

I expect you’re right. I’m ashamed that we’ve allowed civil forfeiture to be used against us here in the US. It’s such an offensive abuse of power. 

You’re kidding right? I live outside a very small town on the Oregon coast and there are five weed stores within the city limits. If are willing to drive half an hour there are a bunch more. Maybe you’re behind the times, but there are a ton of ways to ingest weed besides smoking.
