It is up to the user to select streaming quality. Look at Verizon, for example:

They cap the bitrate of streaming video because (a) doing so hugely lowers the demands on the network, and (b) doing so has basically zero detectable effect on the viewer’s experience. On a cellphone screen, basically nobody can tell the difference between a 1.5Mbps and 6Mbps stream.  

If you signed up for an unlimited plan from any of the wireless carriers in the last 2-3 years, you explicitly agreed to this.

Lifts certainly solve that problem, something to think on. As for steps, I find walking on a flat surface more comfortable than on a ramp. Maybe that’s just me.
