That is the canon explanation and it is the end of the Heisei era. Each of the movies in the Millennium series are their own continuity except for the two Mechagodzilla movies. None of them reference the Heisei era directly. They all treat Godzilla '54 as a starting point and spin off from there.
Only Showa Mechagodzilla was created by aliens. The Heisei and Millennium versions were created by humans.
I so want a sequel to RockNRolla. That movie was so much fun but I imagine it would be damn near impossible to cast Idris Elba, Gerard Butler, Tom Hardy, Mark Strong and Toby Kebbell in the same movie again.
