Actually no the investigation restarted after the FBI found emails from Abedin (his wife and Hillary’s assistant) on Weiner’s laptop, many of which potentially contained classified info. This caused Comey to reopen (which was targeted, irresponsible, and awful don’t get me wrong).
Weiner probably helped Trump win by causing Comey to reopen the email investigation.
