California gas is $1-2 dollars HIGHER than the rest of the country! All of the difference is taxes. Californians have among the longest commutes in the country too, so the snowball effect isn't that hard to see how the poor are being fleeced there

Simply allow a cash incentive to but an electric car so those who don't pay taxes (50% of population) won't be disadvantaged in getting a federal discount. Older cars will naturally be replaced and it won't require complex schemes at the government level.
