I think what they mean is they have to be able to pride evidence of who was driving the car. For instance if your face isn’t visible in a red-light camera photo, you can’t get a ticket (barring other evidence). Plus an officer can’t give a ticket for something they didn’t personally witness (this is a good thing).

The aesthetics of this game have gotten incredibly lame. It almost looks like something Apple would have made 5 years ago.
