The solution to this is not to encourage this behavior. First, do not use signatures which indicate where you are. "Sent from my iPhone" just makes you look like a douche, especially if you want people to take your email's seriously.

Both my old iPhone and my current android phone have a problem like this. There will be the weakest possible wifi signal and they will cling to it and get no bandwidth, when they could just switch to my unlimited 3G. I wish there was an option to ignore wifi if its less than 2 bars or something.
