If they’re doing this without a dealer license and not reporting the income - they will eventually get caught. I know a few people who tried to flip cars without telling the IRS - all of them eventually got caught up and had to pay back taxes.

This. I know a guy who did this without trying to pay Uncle Sam his cut - Uncle Sam found out anyway thru DMV records as they didn’t have a dealer license and tracked him down. He didn’t get in trouble - but did have to pay a ton of back taxes.
