The Eagles could still be planning on having Tebow as their third QB this season, and essentially going with a 54 man roster for now. Nobody is picking up Tebow, and everybody knows this, so they can safely hide one additional player until all the cuts shake out and activate him before Week 1. Or Week 2. Or Week 3...
