Changes to the rules take a minimun of two years to go into effect. From what I understand there were some changes suggested this year and next year they will be voted on. 2017 will have new rules for nominating.

It takes a minimum of two years for the rules to change. That’s how it was designed way back when. I do understand that there have been a few changes offered up for consideration but they won’t go into effect until 2017 if they are accepted.
