Older more established musicians are much more likely to have control over their catalog.  Younger artists have to appeal to their label or whomever controls the licensing of their music who are probably much more interested in commercial exploitation than ethical concerns.

If I had to guess: young musicians are much more dependant on Spotify than old musicians, particular the ones so old that they made their fortunes from vinyl, 8-tracks, cassettes, and CDs.
