Failing to see what leverage GM has in this situation. Skylines are organic in general and sometimes it is best not to keep a structure on life-support since. its existence is only preventing the birth of possibly something more iconic.
Not an expert, but just googled and this demolition would probably cost more than the planned investment and would be the largest building in the West to ever be demoed (and that is just the central tower, not the other 5).
They arent hurt in any way by asking. I see this in sales a lot. You make an ask and usually you will get something. The worst that happens is they get tens of millions instead of hundreds of millions. GM will probably end up with something but i dont even think they expect to get the full amount.
Don’t negotiate with terrorists. Tell GM to go ahead and tear the whole thing down. Once they do, then eminent domain the land where it stood.

Email your reps folks, GM cuts people in Michigan and then asks for handouts to save an eyesore building, story at 11. Let them tear it down, guarantee it would cost the same or more to do so.

Knock it down, already. It was obscene that they completed it as GM sold out Flint, MI to production in Mexico. I want nothing to do with downtown Detroit and my tax dollars have already bailed GM once. No more. Get rid of that eyesore.

I feel like the answer is quite simple. Have Michigan or Detroit pass a law that demolition of a building taller than 500ft without rebuilding in its place requires environmental remediation to the natural state.
Just based on the top photo, the skyline would be greatly improved if they tear it down.
