I think it also sets the DS9 tone in that TNG would rarely if ever put forth a situation where reasonable discourse would not resolve the situation. Picard seems to know that there isn't really anything he can say to Sisko, that it's best to just do his job and let Sisko do his and move on.

I'm surprised you found the Sisko/Picard scenes not compelling. I love them, and found them to be among the best uses of crossover stunt casting that the various series employed. Just because 359 wasn't Picard's fault doesn't mean we can't sympathize with Sisko, and that's what makes it an interesting conflict to me.
