I haven't watched the pilot yet, but I got the sense that the time portal was a discovery and not an invention, and that it would only send them to that one specific place/time.  Is that impression accurate?

I agree.  And Picard calling them illogical seems really forced and doesn't make a whole lot of sense.

So the question is, has Data finally figured out how to play a joke, or is he actually going to put Riker in a cell?  Both are plausible, and I like that they leave it ambiguous.  I prefer to assume the former.

Seriously, though, seems like a solid theory to me.  However, I do not remember that scene at all.  Was it near the end?  I was super tired and zoning out a little bit in the last third of the ep.

I see what you're saying, but I think it's also important to note that CRO wasn't nearly as pissed about the dealing as they were about the murder/blackmail that got that vote passed (which I think is a much more believable and grounded way to "moralize" them, even though it seems Gemma and Clay did much the same

I agree.  Though I generally hate ~1/3 of the songs on each of their albums to date (from which a single or two each is invariably drawn), I generally dig the rest.  They have an abundance of sincerity and heart that can be easily missed in the sea of juvenility.
